Lapse in Appropriations

Please note that a lapse in appropriations has caused GAO to shut down its operations. Therefore, GAO will not be able to publish reports or otherwise update this website until GAO resumes operations. In addition, the vast majority of GAO personnel are not permitted to work. Human Capital Office (HCO)

HCO provides strategic human capital leadership and support to GAO managers and staff throughout their careers. The office develops and manages agency-wide human capital policies, programs, and services to ensure GAO maximizes performance, ensures accountability, and manages its workforce strategically.

Among other programs and services, HCO oversees agency recruitment and hiring; employee benefits such as health insurance and retirement; student loan repayment; counseling services; performance management; payroll processing; telework; and support for reasonable accommodations.
