In commenting on a draft of the report, NSF concurred with the recommendation, stating it will take the necessary steps to identify gaps that can inform an understanding of the adequacy of monetary compensation and fringe benefits for graduate researchers and postdoctoral scholars, and assess whether the gaps can be measured. We will provide an update once NSF provides information on its plans for implementing the recommendation.
National Science Foundation The Director of the National Science Foundation should establish a timeline to undertake an evaluation of NSF's role in supporting graduate researcher education and training through fellowships, traineeships, and other funding models, and of the impact of different funding mechanisms on graduate student experiences and outcomes, and publish the results of this evaluation, as required by the CHIPS and Science Act of 2022. (Recommendation 2)

Department of Defense The Secretary of Defense should ensure that the Office of the Under Secretary of Defense for Research and Engineering and the other appropriate DOD organizations track the timeframes for reviewing Manufacturing USA institutes' project funding requests and analyze the information to identify and, as appropriate, implement potential process improvements. (Recommendation 1)

DOD concurred with this recommendation. According to a September 2025 response to this report, the department requested data on review timeframes from its institutes and ManTech office. The department then plans to analyze the data to determine whether there are any outstanding project funding requests and what actions can be taken to prevent delays. Further, it plans to implement recommendations to improve timelines in the second quarter of FY26 and monitor progress during FY26 and FY27. We will update the status of this recommendation as the department provides additional information on these actions.
Department of Energy The Secretary of Energy should ensure that the Office of Energy Efficiency and Renewable Energy tracks the timeframes for reviewing Manufacturing USA institutes' project funding and membership requests and analyzes the information to identify and, as appropriate, implement potential process improvements. (Recommendation 2)

DOE concurred with this recommendation. In an April 2026 update, DOE stated that, as of July 2025, it had developed a process to track institute project funding and other award modification requests as well as new membership request reviews and approvals. However, due to a portfolio review for DOE awards, membership review requests were paused until March 3, 2026, and only a limited number of award modifications had been approved. As a result, DOE did not yet have sufficient data to analyze and suggest further process improvements. We will assess and provide an update on this recommendation as DOE provides information on the implementation of these actions.
