The Federal Aviation Administration (FAA) requested an opinion on whether employees at a remote location could use government vehicles for after-hours transportation. GAO held that: (1) the application of the applicable regulation was a matter of FAA discretion; (2) it would not object to limited nonofficial use of government-owned vehicles at the location under an FAA policy that prevented abuse and ensured accountability; and (3) FAA could increase its liability if it expanded the authorized use of government-owned vehicles.
