A firm protested the Army's cancellation of a solicitation for the procurement of helicopter engine exhaust diffusers. GAO held that, since the protester failed to provide comments on the Army's protest report, it did not adhere to protest procedures requiring that comments be made within 7 days of the report. Accordingly, the protest was dismissed.
