GAO discussed some of the challenges facing the Defense Secretary's Commission on Base Realignment and Closure, which will identify military bases for possible realignment or closure and review the current and planned military base structure. GAO noted that the Commission will need to: (1) reduce the list of 890 bases to a more manageable size through application of identification criteria regarding national security, economic, and mission impacts; (2) work with the military and Congress to ensure the acceptability of its recommendations; (3) keep data confidential to avoid misinterpretation; (4) determine how to best improve federal government incentive programs to overcome the negative impact of base realignments and closures; and (5) develop costs and savings data to support base realignment and closure decisions.
