Performance of Wilshal Corporation's Sonar System for Detecting Waterborne Intruders Does Not Meet DOD Requirements

The president of a security system corporation had alleged that the Navy is wasting money to develop sensor systems for the Waterborne Intrusion Detection System which are currently available in the commercial market. This program is part of the ongoing Air Force Base and Installation Security System program which is developing standardized exterior physical security equipment for protecting military installations agains terrorist threat. The firm had offered to sell to the Government improved sonars which purported to meet the program's specifications. However, the Navy test results showed that the equipment does not meet the program's requirements. The firm's president reviewed the Navy's test report and said it had conducted a reasonable and fair evaluation of his system and that the equipment's performance was unsatisfactory in the bay area which had salt water incursion as well as additional noise sources.
