Highlights

Pursuant to a congressional request, GAO reviewed allegations of administrative abuse within the Los Angeles County Transportation Commission (LACTC). GAO found that: (1) LACTC has discontinued certain questionable spending practices and initiated actions to prevent spending abuses in the future; (2) LACTC hired a Director of Management Services and Accounting in October 1990; (3) LACTC has initiated action to establish separate accounts for each of its gasoline credit cards; (4) LACTC has implemented new travel procedures that disallow business or first-class travel for LACTC employees; (5) LACTC no longer funds catered lunches, nongasoline credit card purchases, or doughnut purchases; (6) LACTC will not provide reimbursement for personal entertainment expenses, personal items, or other items not deemed necessary to business operations; and (7) LACTC has established new policies and procedures to regulate travel and control vehicle use and maintenance.
