GAO reported on the status of the budget authority that was proposed for rescission. In the President's third special message for fiscal year 1982, two rescissions were proposed totaling approximately $88.2 million in budget authority. The Impoundment Control Act requires that funds proposed for rescission be made available for obligation, unless Congress completes action on a rescission bill within the 45-day period of continuous session following the day Congress receives such a proposal. The 45 days passed without Congress having passed such a bill. Accordingly, the Office of Management and Budget apportioned the subject budget authority.
