President's Message and Budget Deferrals

The President's third special message for fiscal year 1980 was transmitted to Congress pursuant to the Impoundment Control Act of 1974. The special message proposed three new deferrals of budget authority totaling approximately $28.7 million and revisions to three previously transmitted deferrals increasing the amount deferred by $34.5 million.
