The President's eighth special message for fiscal year 1978 pursuant to the Impoundment Control Act of 1974 proposed a rescission of budget authority for $30 million, four new deferrals totaling $55.1 million, and revisions to two previously transmitted deferrals. The rescissions involved the Department of Energy's atomic energy defense activities and the Department of Agriculture's agricultural conservation program. The 45-day period of continuous session during which these funds may be withheld pending congressional consideration will end July 15, 1978. The proposed deferrals involve construction and rehabilitation projects of the Department of the Interior, the Alaska Hydroelectric Power Development Fund of the Corps of Engineers, the Department of Energy, financial and technical assistance of the Economic Development Administration, and salaries and expenses of the International Communications Agency.
