Pursuant to a congressional request, GAO reviewed the Navy's plans for testing the Airborne Self-Protection Jammer (ASPJ) on the F-14D aircraft, focusing on the: (1) Navy's modification of its F-14D test plan for testing ASPJ and its effectiveness; and (2) impact of the Office of the Director of Operational Test and Evaluation (DOT&E) on the final F-14D test. GAO noted that: (1) DOT&E made several revisions to the Navy's test plans, involving F-14D survivability with and without ASPJ, ASPJ effectiveness against air-to-air threats, and ASPJ suitability; and (2) although the revised test plan differs from operational testing to support production decisions, the test plan is adequate for supporting a decision to deploy ASPJ units in storage.
