DOD stated that further production of the AVR-2 was in abeyance pending resolution of problems revealed in testing. Additional follow-on testing revealed further problems, resulting in a halt in the testing. DOD also stated that the AVR-2A would be further tested, as GAO advocated, and that production rates for that system would be reduced if warranted by the upcoming test results. Based on GAO's work, Congress reduced FY 1993 funding for the AVR-2, and the Army reduced its FY 1994 budget request for the AVR-2 before submitting it to Congress. DOD stated that the Army had since resolved system performance problems and could continue production with no restrictions.
