Department of Defense The Secretary of Defense should direct the Under Secretary of Defense for Acquisition to perform an updated or new cost and operational effectiveness analysis (COEA) to support full-rate production of Joint Surveillance Target Attack Radar System (STARS).

DOD is preparing final guidance for an updated COEA for Joint STARS. DOD intends to initiate the COEA during late 1993. On August 11, 1993, DOD issued guidance to the Army and Air Force to update COEA.
Department of Defense The Secretary of Defense should direct that the Under Secretary of Defense for Acquisition determine the scope of the COEA by March 1994 to allow adequate time for the evaluation without affecting the Joint STARS acquisition plan.
