Pursuant to a congressional request, GAO assessed the Army's Minimum Essential Equipment for Training (MEET) program, focusing on: (1) the Army's accuracy in reporting minimum equipment requirements; (2) the extent to which the Army met its requirements; and (3) factors that impeded the Army's ability to meet requirements.

Department of the Army In light of the insufficient management attention given to MEET over the last 6 years, the Secretary of the Army should determine whether the MEET program is still the best means for satisfying minimum equipment needs and, if it is, ensure that the program is properly managed. The MEET program should be terminated if the Army is not willing to apply the requisite management attention to it.
Closed – Implemented
The Army had determined "MEET" is no longer the best means for satisfying minimum equipment needs for its reserve forces. The equipment release priority sequence will take over MEET's function. No further action is necessary.
Department of the Army Whatever system is used to establish priorities for equipment deliveries to Army National Guard and Army Reserve units, the system needs basic information on equipment needs for training. To obtain that information, the Secretary of the Army should establish specific criteria to define the minimum essential equipment needed to train effectively and clearly state the level of training to be supported.
Closed – Implemented
The Army has defined a readiness standard of C3 for equipment on hand as an appropriate measure of minimum equipment essential for training. The equipment release priority sequence will replace MEET and distribute needed equipment to reserve components reporting C4 and C5 for equipment on hand. No further action is needed.
