Department of the Navy The Secretary of the Navy should direct installation officials to correct conditions described in this report that do not meet the requirements of the Physical Security and Loss Prevention Manual. The designation of restricted and secure waterway zones at all U.S. installations should be reviewed and properly recorded in Title 33 of the Code of Federal Regulations.
