In response to a congressional request, GAO analyzed proposed Department of Defense (DOD) procurement strategies for the High Speed Anti-Radiation Missile (HARM) program. GAO commented on a recently proposed DOD strategy which defers competition for the missile until a low-cost seeker is developed.
