|If the Army does not implement GAO's recommendation, Congress may wish to consider directing the Army to do so.||Congress has continued to provide funding for additional Shadow 200 procurement, and has not directed the Army to change its procurement plans.|

|Department of Defense||1. The Secretary of Defense should direct the Army not to exercise the option to four more Shadow 200 unmanned aerial vehicle systems until operational testing has been successfully completed and shown that the systems meet the Army's needs.|
