Pursuant to a congressional request, GAO reviewed the Defense Logistics Agency's (DLA) procurement to publish and distribute the federal supply catalog using compact disk read-only memory technology, focusing on whether DLA: (1) followed the Federal Information Resources Management Regulation (FIRMR) and the General Services Administration's (GSA) guidance in conducting its requirements analysis; and (2) encouraged the use of nondevelopmental items to the maximum extent practicable.
