Both a manual and a computer-assisted search was conducted of U.S. laws to determine the provisions that provide for distribution of federal funds to state and local jurisdictions under established federal programs. The best compendium of such information is the Office of Management and Budget's Catalog of Federal Domestic Assistance. The legal research identified only three statutory provisions imposing Buy American-type restrictions on procurements by state and local authorities: (1) the Rural Electrification Act, as amended; (2) the Public Works Employment Act of 1977; and (3) the Clean Water Act of 1977.
