Pursuant to a congressional request, GAO investigated alleged improper hirings of former Internal Revenue Service (IRS) employees by the Pension Benefit Guaranty Corporation (PBGC). GAO noted that: (1) 17 employees hired by PBGC between March 1993 and July 1996 were former IRS employees; (2) only 16 of the 17 employees' official personnel folders were available for review; (3) all but one of the 16 employees were hired at GS-13 level or higher; (4) 13 of the 16 confirmed former IRS employees were involved in IRS pension plan issues; and (5) all 16 employees were hired in accordance with applicable civil service rules and regulations.
