United States Postal Service 2. The Regional Postmaster General of the Central Region should assure that the Evansville Postmaster develops a system to record and monitor disciplinary actions so that supervisors and managers can be evaluated on their labor relations performance.

United States Postal Service 3. The Regional Postmaster of the Central Region's District Office should, to maintain a healthy and productive work environment and to assure that the situation does not return to its previous state, closely monitor events at Evansville. If the situation shows signs of deteriorating, a way should be found to free the Evansville Post Office from disruptive forces. Turmoil followed by a series of investigations should not be allowed to recur.
