In response to a request for ways to simplify the individual income tax, GAO discusses the need for a legislative change dealing with estimated tax requirements. The proposed amendment would reduce the cost and paperwork burden for taxpayers and the Internal Revenue Service. Tax filers seem particularly confused about the declaration of estimated tax. A draft of a proposed amendment to the Internal Revenue Code is attached to the report.
