At the request of U.S. Representative Les Aspin, GAO reviewed the quality of mail service in southeastern Wisconsin. The Postal Service measures the quality of service in terms of delivery performance of first-class mail. More than 97 percent of first-class stamped mail committed to overnight service in southeastern Wisconsin arrives on time. Service is inconsistent for other classes of mail, however.
