In response to a congressional request, GAO reviewed the Department of Defense's (DOD) training of foreign military personnel. There was concern that increases in the cost of military training provided foreign nationals may have discouraged them from participating in DOD training programs. GAO was asked to compare (1) trends over the past decade for the number of students, countries, and course costs for the International Military Education and Training Program and the Foreign Military Sales Training Program, and (2) the tuition rates charged foreign nationals who participate in DOD training programs. The review contains statistical data, but not analysis, conclusions, recommendations, or results. These will be provided in a final report at a later date.
