GAO provided its opinion on whether photographs of Forest Service officials could be purchased using official funds. GAO ruled that since photographs are often used as visual aids during lectures given by Forest Service officials or through other mediums of disseminating information about the Forest Service, the photographs could be purchased using appropriated funds.
