A firm protested several Navy solicitations for landing gear components, contending that the Navy's licensing agreement with the original equipment manufacturer for review and approval of alternative parts was improper. GAO held that the alternative licensing arrangement with the original equipment manufacturer was proper, since the: (1) Navy was unable to assume responsibility for product certification, review, and approval; and (2) agreement allowed for full and open competition. Accordingly, the protest was denied.
