A firm protested the Defense Personnel Support Center's (DPSC) rejection of its bid, contending that DPSC improperly excluded its bid from the competitive range. GAO held that it would not consider the protest, since: (1) DPSC had not rejected the protester's bid; and (2) the protest was filed in anticipation of improper DPSC action. Accordingly, the protest was dismissed.
