A firm protested an Army contract award for operation and maintenance services, contending that the Army: (1) improperly rejected its contract guarantee; and (2) should have awarded it the contract as low bidder. GAO held that: (1) the protester's letter of credit was unacceptable; and (2) the protester was not sufficiently interested to protest the Army's bid evaluation, since its bid was unacceptable. Accordingly, the bid was denied.
