A firm protested a National Aeronautics and Space Administration (NASA) solicitation cancellation, contending that NASA improperly chose to perform the work in-house. GAO held that NASA reasonably: (1) determined that the solicitation no longer reflected its minimum needs; and (2) cancelled the solicitation. Accordingly, the protest was dismissed.
