A Navy employee requested waiver of his indebtedness of temporary duty expenses he erroneously received pursuant to the Navy's decision to change his temporary duty assignment to a permanent change of station. GAO noted that the Navy's decision to change the employee's status was based on new policy guidelines and a cost comparison which showed that a permanent change of station would be more cost-effective. GAO held that: (1) the original temporary duty assignment order was not erroneous; (2) travel orders may not be revoked or modified retroactively; (3) the employee was not indebted to the Navy for the temporary duty expenses; and (4) the claimant was entitled to reimbursement of his travel and other expenses that the Navy erroneously collected from him.
