A firm protested a National Aeronautics and Space Administration (NASA) contract award for space shuttle support services, contending that NASA improperly evaluated the awardee's bid with regard to its inexperienced subcontractor. GAO held that: (1) NASA properly considered the proposed subcontractor's past performance; (2) there was no evidence that the awardee misled NASA about its subcontractor's level of effort; and (3) NASA properly evaluated the awardee's bid. Accordingly, the protest was denied.
