[Retired Air Force Officer's Payment of Survivor Benefit Plan Premiums]

The Defense Finance and Accounting Service (DFAS) requested an advance decision concerning whether a retired Air Force officer is obligated to pay survivor benefit plan (SBP) premiums even if he is not receiving military retirement pay. GAO held that the officer must continue to pay SBP premiums, since: (1) he is a plan participant; (2) he has an eligible SBP beneficiary; and (3) his SBP coverage is irrevocable.
