[Protest of Air Force Contract Award for Civilian Enterprise Newspaper]

A firm protested an Air Force contract award for newspaper publishing services, contending that the Air Force: (1) failed to properly evaluate bids in accordance with the solicitation's evaluation criteria; (2) improperly denied it an opportunity to revise its bid after oral presentations; and (3) failed to consider oral presentations in bid reevaluation. GAO held that the Air Force: (1) properly applied the evaluation criteria to all bids and reasonably determined that the awardee's bid was superior; (2) treated all bids fairly; and (3) was not required to request bid revisions or conduct discussions as a result of oral presentations. Accordingly, the protest was denied.
