The Federal Aviation Administration (FAA) requested a decision concerning whether it could reimburse travel expenses of FAA employees' spouses for attending government-sponsored security training prior to the employee's permanent overseas duty assignment. GAO held that FAA could reimburse the travel expenses of employees' spouses who attended security training provided by the State Department, since the training clearly provided a direct service to the government. Accordingly, the request for reimbursement of travel expenses was allowed.
