A firm protested 12 Defense General Supply Center (DGSC) contract awards for cable assemblies, contending that the awardee's product: (1) was not an approved item on the qualified products list (QPL); and (2) did not meet the requirements. GAO held that: (1) DGSC reasonably determined that, since QPL included only the protester's product, it could ensure the awardee's product quality through first article testing; and (2) it would not consider the protest regarding the awardee's contract performance, which concerned contract administration. Accordingly, one protest was dismissed, and the remaining protests were denied in part and dismissed in part.
