[Protest of Navy Cancellation of Solicitation for Sniper Rifles]

A firm protested the Navy's cancellation of a solicitation for sniper rifles, contending that the Navy: (1) should reimburse it for the preparation costs it incurred in anticipating award, since a Navy employee advised it that the Navy would award it the contract; (2) unreasonably terminated the solicitation; and (3) unreasonably delayed contract award under the resolicitation. GAO held that the: (1) protester untimely filed its contentions regarding solicitation cancellation; (2) protester was not entitled to reimbursement for costs it incurred in anticipating award; and (3) protester's allegations regarding delay in contract award involved procedural matters which did not provide a basis for protest. Accordingly, the protest was denied and the claim was denied.
