[Request for Recovery of Bid Preparation Costs]

An individual claimed reimbursement for bid preparation and legal costs and lost profits in connection with the Forest Service's cancellation of a timber sales contract. GAO held that there was no basis to: (1) award bid preparation costs, since the claimant failed to protest the cancellation and incurred administrative and legal costs prior to the cancellation; and (2) reimburse the claimant for lost profits. Accordingly, the claim was denied.
