A firm protested the Defense Logistics Agency's (DLA) rejection of its bid as technically unacceptable, contending that its product was technically acceptable. GAO held that, since the protester raised the same issues in a previous unsuccessful protest, there was no basis to determine that DLA unreasonably rejected the protester's bid. Accordingly, the protest was denied.
