A firm protested the Army's rejection of its bid and subsequent award to another firm, contending that the Army improperly rejected its bid, since it had no legal or commercial relationship with a firm that was subject to debarment. GAO held that it would not review the protest because the Army proposed the protester for debarment, and there was no evidence that the Army arbitrarily initiated debarment proceedings to eliminate the protester from competition. Accordingly, the protest was dismissed.
