The Chicago Cooperative Administrative Support Unit (CASU) requested a decision concerning whether it should reimburse the General Services Administration (GSA) for excess printing and duplicating equipment transferred to CASU. GAO held that: (1) CASU was not required to reimburse GSA for the equipment transfer; (2) GSA had the discretion to request reimbursement; and (3) if GSA requested such reimbursement, CASU was obligated to reimburse it. Accordingly, CASU should reimburse GSA upon request.
