The Library of Congress requested a decision concerning a part-time employee's claim for restoration of annual leave forfeited when she exceeded the 240-hour carryover limit. The claimant contended that: (1) she was erroneously advised that, as a part-time employee, she was exempt from the limit; and (2) her pay slips did not reflect possible forfeiture. GAO held that the employee was not entitled to leave restoration, since: (1) agency regulations advised employees of the limit; and (2) the forfeit was not due to administrative error. Accordingly, the claim was denied.
