Highlights

The Navy requested an advance decision concerning its authority to pay in advance for verifications of physicians' board certifications. GAO held that: (1) statutory law authorized advance payments for subscriptions to publications; and (2) the verification reports qualified as publications under the statute, since they were necessary to the evaluations. Accordingly, the Navy may pay in advance for the verification reports.
