A firm protested an Army purchase order award for an automated retrieval system, contending that the Army should have: (1) awarded it the contract as the low, responsive bidder; and (2) suspended contract performance after learning that it was not on the Federal Supply Schedule due to administrative error. GAO held that the: (1) Army reasonably relied on the information in the Schedule in awarding the contract; and (2) protester failed to show that the Army intentionally excluded it from competition. Accordingly, the protest was denied.
