A firm protested an Army contract award for fuel samplers, contending that the awardee's product did not meet the solicitation requirements. The protester also requested a conference and claimed reimbursement for its bid and protest preparation costs. GAO held that: (1) the protester, as third low bidder, was not sufficiently interested to protest; (2) a conference would serve no useful purpose; and (3) the claim was without merit. Accordingly, the protest was dismissed and the claim denied.
