[Protest of Marine Corps Contract Award for Computer Graphics]

A firm protested a Marine Corps contract award for computer graphics systems, contending that the awardee could not: (1) meet all of the specifications; or (2) perform the contract at its proposed price. GAO held that: (1) since the protester did not rebut the Corps' response to a prior protest allegation that the awardee could not meet the specifications, it abandoned that protest issue; and (2) it would not review the Corps' affirmative determination of the awardee's responsibility, absent a showing of fraud or bad faith. Accordingly, the protest was dismissed.
