[Protest of GSA Rejection of Bid for Security Guard Services]

A firm protested the General Services Administration's (GSA) rejection of its bid for security guard services, contending that GSA: (1) improperly required bid bond sureties to submit a pledge of assets; and (2) did not provide it adequate time to obtain the pledges. GAO held that: (1) the protester untimely filed after bid opening its protest regarding an alleged solicitation impropriety; (2) GSA provided the protester with adequate time and an extended grace period to obtain the pledges; and (3) GSA properly determined that the pledges were unacceptable and that there was insufficient time before the contract start date to allow the protester to cure the defects. Accordingly, the protest was dismissed in part and denied in part.
