A firm protested the Army's rejection of its low bid for channel maintenance dredging, contending that its bid was responsive, since its bid bond was defective in form only. GAO held that the Army correctly rejected the protester's bid, since the: (1) protester submitted a photocopied bid bond and power of attorney signature; and (2) bid bond was of questionable enforceability. Accordingly, the protest was dismissed.
