A firm protested the Navy's rejection of its proposal for training services, contending that the Navy: (1) improperly evaluated its technical proposal; (2) failed to properly notify it of the rejection; and (3) improperly solicited personal services. GAO held that: (1) the Navy reasonably determined that the protester's proposal was inadequate; (2) notification of rejection was a procedural matter that did not affect the award's validity; and (3) the protester untimely protested the allegedly improper nature of the required services. Accordingly, the protest was denied in part and dismissed in part.
