A firm protested the Air Force's proposed contract award to another firm for the conversion of a warehouse to a computer facility. The protester contended that, since it submitted the low base bid, it was entitled to award. GAO held that the: (1) solicitation clearly stated that the Air Force would determine the low bidder on the basis of the base price and any additive items; and (2) protester's bid was not low when it included the additive-item price. Accordingly, the protest was dismissed.
