A firm protested the Army's rejection of its bid for canopy launching stations as nonresponsible, contending that the Army based its determination on an erroneous and incorrect preaward evaluation. GAO held that it would not review the Army's determination since the protester failed to file for a required certificate of competency. Accordingly, the protest was dismissed.
